Some would find it a place that meets their expectations and join. And some would see it as a place that doesn't meet their expectations and would leave and carry on with their browsing. Some reasons why a guest would not join the forum could be that the... - Behaviour of the members of that community might make the guest feel uncomfortable. - Forum has too many or not enough members in the community - Majority of the forum's community are of apart of an age/racial/sex/other group that they aren't apart of. - Rules are too strict or not strict enough for them to enjoy the forum. - Topic of their interest may not be not discussed much (if at all) on the forum. It would be nice if the guests did join, but it's not likely all of them will because of one or more the above reasons.
