Default Stopping at a stop sign

I just got back from taking my girls to school cause we overslept and no sooner did I pull out of the school parking lot and get on the road, I see blue lights behind me. Im thinking to myself "what the hell have I done"
I pull over, the police walks up to my car and asked if I knew why he was pulling me over. I told him that I honestly have no clue why. He told me that I ran the stop sign in the school parking lot. I so did not! I stopped, noone was coming so I pulled out. I didnt mean to sound like a smartass but I asked him "Just how long are you suppose to sit at a stop sign?"
I guess about that time he seen my name badge hanging over my rearview mirror and asked me "You work at St Joe's?" I told him yeah and he says "Well why didnt you just say so" Uh...because I didnt know I was suppose to you nutcase. I have no idea what me working at St Joe's has anything to do with me telling him but I got away with it, he let me go. Thank God! I would have been royaly pissed if I got a ticket anyways, cause I did stop at the stop sign

As far as I know, there is no set amount of time that you must be stopped. You just need to make sure that your car comes to a complete stop, because even if you are 99% slowed down and you creep your way forward to see if anyone is coming, that isn't a stop.

I'm not sure about the rest of the states, but PA law does NOT require a 3 second stop.

3 seconds is just for the driver...the cop isn't going to count...he's going to look at your wheels and to see if the front end of your car drops a little...I was never a cop, but my 4 years as a OC Sheriff's Explorer helped.

They look at the wheels because it's the easiest point of reference for them from a distance. That's why guys (unisex term) with spinners better actually do the 3 second thing.

99% of the time, 3 seconds is too long. On a lot of main roads you have that window of opportunity to go that closes quickly.

People here roll up to, get on the brakes, get down to about 1-2 mph then gun it. That is a 'california roll' and ticketable.

If your wheels are not moving anymore, that is a complete stop.
